Some of the tags (e.g. test) are not actually used anymore. Maybe what is
needed is a 'tag editing page' which would address both ticket #1 and this
ticket. We could delete tags, rename them, etc. and the changes would
propagate to all existing articles.

Tags are currently case-insensitive - but once the tag has been set once,
for example 'idl', any article tagged 'IDL' will actually be tagged 'idl'.
The fact the tags are case insensitive is fine but it would be nice to be
able to control to the case of a tag, for example to update all the 'idl'
tags as 'IDL'. So some kind of way to batch edit a tag would be good.
