What steps will reproduce the problem?
1. win16-run-tests.bat on Windows XP SP3

What is the expected output? What do you see instead?
Several tests fail under Windows XP SP3 (didn't test 98)

Failing:
alloc: 33 tests executed (0 marked as todo, 1 failure), 0 skipped, status 1.

bitmap: 43 tests executed (0 marked as todo, 3 failures), 0 skipped, status 3

str: 74 tests executed (0 marked as todo, 4 failures), 0 skipped, status 4.

sys: 30 tests executed (0 marked as todo, 17 failures), 0 skipped, status
17. ####Also pops up cannot find KERNEL/USER several times

timer.exe # Doesn't work. When run normally, doesn't pop up. When run with
--log, no .log file is created.
