It appears the road manager sometimes gets overworked, consuming well over 100 CPU in a tick. If this happens in multiple rooms, the limit of 500 CPU is easily gobbled
from screeps.

Fixed by adding a random amount of ticks to the fixed interval, so that not all road managers runs at the same time, but spreads out over more ticks
from screeps.
