Implement stream mode via editing tg message

Need to implement settings:

• Temperature
• Penalty
• Stream mode

Every message is broken, need to fix. I suppose that problem in openai package

Need to develop middleware, which will check user's settings and propagate it into telegram message handlers

Need to catch telegram errors via callback function in telebot package

Add button for quick request from ocr message to gpt

Switch between webhook and long polling by env

I can use flags in settings for bot in telebot package:

Need to refactor db settings interface with single responsibility methods.
Now GetAll inserts default conf if doesn't exist etc

After storage refactoring need to throw out business logic from handlers (view)

Need to fix problems with sending data to telegram after openai response. Sometimes have error with bytes and offset of unicode
