This is a correct behavior. The file attributes are modified from the move.
"If you delete a file, then rename another file to match that delete file's name, both a moved and modified event is fired."
The event moved must be from the default file name assigned by the OS when you create the file from the file explorer.
And the modified event you get it's because of the file rename. Totally normal behavior.
Clarification:
I don't control the events reported. All the events are reports from the OS ( using I/O Completion Ports ), so, if you get those events, is because that's what happened.

Okay, thanks for the clarification. Wasn't sure if this was something you were manually triggering yourself; but since it's all from the OS, I suppose it is accurate -- albeit a bit strange.
