Not enough people who will accept quality 1 housing

When we add more luxury housing, we are left with unrented quality 1 houses. This problem should be evident from the attached images, where the area of the circles is proportional to the number of people in that category.

I'm trying to simulate these 17 renters and 12 houses, but I get an error:

Economic Factors

Anyone have thoughts on tying the number of renters (and their ability to pay) to a function representing the state of the economy? This could allow us to explore how economic booms and busts tie into the demand for housing.
