two cases:
the persistent store exists: read from it.
the persistent sore does not exist: create new

Note that if leader explode, recovered leader which maintains leadership may have issue regarding commit index. Exactly one may not be satisfied due to resent message could not be recognized. But we will not consider/investigate this issue, assuming recovered leader will not keep leadership after recovery.
