Possibly using the same layout as for 3840x1600.

Answering yes to the dialog asking to suppress the collection of resources when constructing a building on a tile results in a crash if no animation is present in planet_view_panel.

To prevent that crash we need to put back animation in planet_view_panel with the major downside that the side panel position will always reset.
