Title says it all. Add support for parsing .aip files which contains airport information.

I think that it is important for any tool using OpenAIP information that it has the ability to keep this information up-to-date.

Updating information is typically one of these things which are ignored during initial development, although really important in the long run. Therefore I propose a feature to add schedulers (and events) which fire so now and then and provide updated information.

As we're already using NetTopologySuite we might as well use their STRtree implementation to facilitate querying the data. Usually this approach is incredibly fast (no overhead from latency, obviously).

Goals:

• Query airspace files locally (and maybe even other types)
• Add helper methods to check what airspaces a Coordinate or Point type is in.

In order to make implementing this library as easy as possible, add a feature to let the library automagically download .aip files from OpenAIP.

Please note that credentials are required in order to access this information. Although I'm not really a fan of dealing with passwords in external libraries I think this is one of the times I'll allow it.
