Document problems with Geography::States?

I'm confused what the problem is with Geography::States, that necessitates this new module being created. https://rt.cpan.org/Dist/Display.html?Name=Geography-States doesn't have any unicode-related tickets on it.

Abigail is still around and doing perl development, so I'm sure any necessary problems/patches would be addressed once they are identified?

PS. You are listing rt.cpan.org as the bugtracker for this distribution, but the "issues" link on your github repository isn't closed - so I wasn't sure where you are intending for issues to be filed. Sorry if I guessed wrong -- you might want to update the 'bugtracker' field in your distribution's metadata.
