Put up a "Add Question" button inside the ques.php file which redirects to add.html page with subject value already selected based on the subject that the question page(ques.php) had received from Home page (index.php)

So now the user wont have to select a drop down each time while adding a ques.

The subjects must be differentiated based on semesters
You have the freedom to improve the UI just remember to keep it clean.
This issue is limited to the index page

Add an check for blank string or string with just spaces to avoid blank strings in the database
add updates in addques.php for the same

Add semester wise VIVA subjects to the index.php for 2,3,4,5,6,7,8 th semester of Mumbai University Computer Science
Update: add the subjects Year wise(SE, TE, BE) for computer Science Branch.
