Extract "HFM" Folder & "HFM.mod" into "Steam\steamapps\steamapps\common\Victoria 2\mod"
Activate HFM in your Victoria 2 Launcher
DO NOT ACTIVATE HPM, HFM IS MEANT TO BE RUN AS STANDALONE
