No such table: main_contest

Hello,
after successfully setting up the application according to the steps from README (for ekuOJ and for OJL3), when a user enters / path in their browser, the following error occurs:

No queuing system present

Currently, there is no queuing mechanism which ensures that users' submissions run sequentially. This can give all users TLE if they all submit at the same time.

Add tags to problems

Add a feature such that every problem can have tags associated with it. These tags will be shown on the problem's page. Clicking on a tag will enlist all problems associated with that tag.

Put a restriction on user's submission frequency

Currently a user can submit solutions to a problem as many times as the user wants and as frequently as the user wants. This can help the user brute force an answer and maybe perform a DOS attack.

Use AC, CMPLE, WA, TLE, RTE instead of PASS, FAIL, CMPLE

The current naming convention of PASS, CMPLE, FAIL for a submission isn't descriptive enough. Have a priority for each test case status and use that to decide submission status if different test cases give different statuses.
