I'm trying to parse HOI4 technology files and i'm getting a crash when running the latest windows binaries on Hearts of Iron IV\common\technologies\infantry.txt for instance. Should it work on these kind of files?

I am trying to parse CK2 files using this project and I am running into an issue where codecs.py fails to decode latin characters. I've tested this code on a few save files and they each run into this issue where it can't handle one of these weird characters.

Save File:
West_Francia_Test.ck2

Code:
