Comment: from looking through this, the RTF format doesn't seem nearly as valuable as the TXT files. Viewing them online or in any standard text editor isn't formatted so there is a lot of gibberish involved. But I suppose if they're provided anyway it might prove useful to someone..
Also, as this exists on the American Legal website in HTML, is there a potential plan to have that HTML be provided here? The advantage being that the HTML can easily be parsed into the Articles, Sections, citations, etc. Thanks!
Why did code updates end in March, 2014? Was a decision made to stop updating this repository? Should that be noted in the readme and http://open.innovatesf.com/openlaw/?
There appears to be some character encoding issues in some of the .txt files that would probably get fixed by switching to utf8. Further more it would allow to support other languages (such as Spanish) more easily
