Should follow extends from shared tsconfig

As bndl tries to merge the tsconfig.json's together based on the extends property, it stops when it can't resolve it from the local file system. But often times in a monorepo there is a shared tsconfig packages that is then extended from. Currently bndl doesn't go any further once it encounters an extends from a shared package.

So ideally bndl is smart enough so it looks for that specific tsconfig as it's already aware of all the apps/packages in the monorepo.
