re SeaGL/organization#240 I manually allocated an Elastic IP address that should be managed by Terraform:

• Allocation: eipalloc-0c63931681a13b972
• Association: eipassoc-07019655274288d35
• DNS record: A dokku.seagl.org

This should be a boolean flag passed to the module that, if set to true, will create an additional OpenStack volume (destroyed when the instance is destroyed) and attach it to the instance.

This has already been done manually in the AWS web console.

I stuck my personal credentials in GitHub Actions secrets but ideally this shouldn't be tied to my user account
