The program implements the pseudo distance and carrier phase observation values of RINEX observation file to be modified according to the given time delay.

Release Obs+FixedDev1.0

1. Add fixed values to the observed values.
2. The time delay deviation of the input is converted into pseudo-distance and carrier phase increment and increased to the observed value.
3. Control the change period.
4. Change to Win32 window application to add user interface.

1. Add batch function.
2. Add console display process progress and status.
