Actually it is more complicated than that, even with the engine pumps OFF the demand pumps are in AUTO. This means that if bleed air is available demand pumps 1 and 4 will work. Demand pumps 2 and 3 work as long as electrical power is available. The first thing to fix here is to make the demand pump selectors operative and then work the rest of the hydraulic logics, different flight controls work with different hydraulic systems. I can help with the logic.
