Is there something like this that ,.. works/is usable?

This is a great idea,.. I wish they would say how to use it,.. There is a text file, but as per Github rules it is vague and says nothing instructive (some thing about how HE pinned SOMETHING to start menu or?? Doesn't say WHAT too pin though,..., Or how it works,...

THIS ARROGANT SITE HOLDS BACK HUMANITY.

Is there anything like this out there that tells one HOW it works?
