(Also, I actually want to use hif_rc_to_gerror as rpm-ostree uses hawkey directly too, so a separate bug here is to figure out where to put things like that)

FWIW, I think including hif-utils.h in libhif.h is probably fine. I'm not super-happy about fvisibility=hidden as I'm sure I'll forget to export something, although if we need this I suppose it's worth the pain.
