Is there any objection to the concept of re-introducing this feature back into dnf? is a patch to do so likely to be accepted?

This is also something that's highly desired on the Mageia side, specifically to solve something brought up in mga#20933.

As a note, Scientific Linux requires this functionality, and I would be shocked if there weren't other users of this.

This needs to be implemented in libdnf, too. Otherwise half of the stack wouldn't know to process it.
