Add reading of services and topics to be advertised through rest using a yaml file, instead of the arguments of the executable.

The current version of the client monitor checks the rlc state topic to determine if rostful communication is working. If the server machine is disconnected from the network or powered off, the monitor will keep restarting the rostful_client every threshold (30) seconds.

If ping_time node is running, use its status topic to determine if the server machine is on and connected to the network. If the client machine can ping the server but does not receive the rlc state topic, we can determine that the rostful server is frozen and should be restarted

If launched within a namespace (group ns="bla") is not able to contact local services (maybe also topics), even if they have an absolute path.
