[Feature] LoL LCU support about riotpls HOT 3 OPEN

Hello, yes it's "planned" whenever someone gets time to work on the lib but it is probably not something we'll do first, sadly. :/

We also still need discussing about the design of our League API client. DataDragon was pretty "easy" because it is static. If you have any suggestion, feel free.

For the NuGet packages, since only DataDragon implementation for LoL is "over" for now, we haven't really planned to put the library on nuget, but we can discuss about release a v1 of DataDragon only.

(And by the way, it even seems that we have issues with packages. We don't know if it's an issue with the CI doing something wrong when packing, or if it's an issue with the Slimget nuget implementation. It is known and reported to the author of Slimget.)

I am quite willing to help with the implementation or even to implement it. For this purpose it would only have to be clarified how we want to implement it.

I just haven't thought about it yet because I didn't know if there are already plans.

Oh and DataDragon-Only would be enough for me personally (since I would only need DD and LCU for my tool)
