Just show the overall column when the group selection doesn't make sense for the forms table (or any other table?).

e.g. by some participant/visit/form/query characteristic (participant status/visit status/form verification level/query status or aging category)

i.e. identify participant, visit, form, etc. in each data stream, if applicable, and define a new, standard variable, say _participant_, _visit_, _form_, etc.
