Thats a (complete?) OGEX loader. Which is a fairly complete format (along the lines of FXB for example). MIT licenced so you could incorporate it into your project.

OGEX developer provides various plugins for Blender, Maya, etc. So its surprisingly straightforward to use. http://opengex.org/

When I tried to look for something else than OBJ in my Java project, I found that. I know libGDX provides some mesh loaders but they're very tangled with libGDX itself so it was a terrible mess to use when you actually didn't used (or wanted to use) libGDX for your project.
