Relaxing UID constraints also needed in the Kourier case

While

states that relaxing the UID constraint is only needed for Istio, it's probably also needed for Kourier, currently I get a

Where to deploy KServe runtimes ?

In

there is no namespace declared. Where are the ClusterServingRuntime supposed to be installed ? In the "default" (or current namespace) ? This would contradict the section "Testing KServe Installation" that use a new demo namespace (without those ClusterServingRuntime objects).

Maybe it would be better to specify the namespace in this declaration as well ?
