Using
'BUILD_REQUIRES' => {
'perl' => '5.004'
},
is correct for Build.PL, but not for Makefile.PL. Makefile.PL requires using MIN_PERL_VERSION (for META.yml) and "use 5.004;" (for old versions of EU::MM).

Currently the test suite fails:
