Implementation dry mode

Add command for waiting connection

any flags doesn't work with commands up down etc

got error: dial tcp: lookup clickhouse: no such host

When migration table name defined with table schema migrator can't find that table after creation

go install could not install binary

Scanner do not read next block when parser can't find next token

Safe migration is not safely for postgres

Bug: MIGRATION_TABLE MUST be $dbname.$tablename ins clickhouse migrations

if MIGRATION_TABLE was set, DB name in DSN ignored and migrations use default database.
If MIGRATION_TABLE consist dbname, like $dbname.$tablename - it's OK.
