I think the right thing here is to make define-term signal a syntax error when it gets a non-terminal name, but define-term doesn't have a language so that's not going to work.

I'm pretty sure that this one isn't really fixable with the current redex. I'll close it, but we can discuss more if this doesn't seem right to you.
