Reduce the amount of RPCs in the code about deterministic-risk HOT 2 CLOSED

There already seems to be a reasonable amount. The bulk work is done with the periodic synchronize call. Perhaps I could have a method that just does synchronize country since that's usually what's changing. That will enable more push type updates.

This has been accomplished in dcf8f68.

So the change is to think og syncing this game like syncing chess. All you have to do is sync the intial start positions. And then as long as you tranmist all of the player's moves, the game states will be synchronized. The one catch to this is there's specific conditions for showing ui elements, cause you don't want your opponent to have the ability to end your attack.

Over all I think this will mean that there will be very few online related bugs.
