Use docker compose

Since #3, we have to start 2 containers (tensorflow_serving and text_nlu) in the same network.
It would be interesting to use docker compose in order to do so.

Additionally, it could be interesting to set params in the docker compose (as environment variable for example) instead of the config.yaml file.

Add a GRPC API

Add a GRPC API to text-nlu with same functionalities as the REST API.

Improve exceptions management

Some exceptions can be thrown and are not properly dealt with. Check program resilience.

For example, if the connection is not working between tensorflow_serving and text-nlu, it would be nice to print a nice error (and maybe stop the program ?).

Environment variable handler

Same as text-classifier (QwantResearch/text-classifier#21), we want to add ENV variable handler to set API parameters.

These parameters can be overloaded using switches.

It is particularly useful as we can set ENV variables in the docker-compose.yml.

The classification part is a duplicate from https://github.com/QwantResearch/text-classifier project.
For clarity purpose, we plan to remove it from this project.
Any user who wants both NLU and classification should call both APIs.
