Shiba logo needs to be bigger.

Block at boot.

Maybe a component who block ATA....

I checked all your point it's ok, so it's not your PCB I think, but like say before an incompatibility....

Improve routing for at least pins: 13, 17, 21 as follows in the image:

Make mounting holes even bigger, compared to the optical driver board, for better placement of the Shiba board.

Currently set to 4mm, try 4.5mm.
