Add new .DDS file packing support

Currently the tool does this

Unpacking

  1. Read .FDX (Flat index)
  2. Use index to extract DDS from the .FAT

Packing

  1. Read same .FDX to gather list of DDS files
  2. Pack files to a new .FAT
  3. Rewrite the new .FDX

Step 1. of packing is the problem. We should be getting a list of .DDS files from the filesystem, not from the old .FDX. This was a weird limitation on not being able to get a list of files in a directory in a cross-platform way. Once that is fixed, this issue can be fixed.
