The leap second offset jumps directly from 0 to 10

The first entry for leap seconds is an offset of 10 as of 00:00:00 1 jan 1972 UTC. While this is apparently the beginning of modern UTC, does an offset jump of 10 seconds really make sense before that time? Are we completely certain that the exact amount of time between the Unix epoch and the beginning of UTC is accurately represented by this information?

Pre-railroad timezones

What timezone info should be shown for before railroad timezones were introduced?

Railroad timezones were introduced at noon on 18 November 1883, and as a result, the default date command outputs LMT for any time before then.

Times before Unix epoch don't work

Any datestring before the Unix epoch causes an error inside dc (and also gives a bad result).

Example:

$ hextime 30 dec 1969
dc: stack empty
24EA0
