I can't download the library

how can we ping specific port only?
if let say i have single handler,
and then i have several IP-address (es) as my target list with a different port of each machines.
Is this library is safe for achieving that tasks as i just mentioned earlier?

Can your library send 100 packets in a second? or is it just 1 packet per second?
