Method order restriction about ponyc HOT 3 CLOSED

This is a sub-case of #21.

#21 was for the general mechanism of being able to slacken the BNF and check things in parse fix. This issue is a specific use of that mechanism. The machanism is now in place, so I'm about to close #21, so I'm reopening this issue as a specific piece of work to do.

The BNF now allows any order for methods and the parse fix pass checks with sensible error messages. If we want to allow any order later we just have to disable that test.
