The idea is that the 'release' target should deploy locally and 'publish' should deploy remotely. The purpose here is to allow for invoking publish based on a previous build so the following use case can be executed:

• ./gradlew -Prelease=true clean test release
• sanity check
• ./gradlew -Prelease=true publish => publishes the exact same artifacts that were built during release and not new ones

Example:

gradlew release package-install

does not behave properly (tgz not released!)
