Having different versions of a submission in different issues is a very unusual case and it might be worth learning a little more about why people might do that. I suspect one reason is to implement a continuous publication workflow using a placeholder issue; @ajnyga might be encouraging that with the Forthcoming plugin. It should become moot once #9295 is implemented. Also tagging @Vitaliy-1 (workflow) and @Devika008 (user research/design).
If folks are doing it a a work-around to the missing Continuous Publication support, we might want to prioritize that and remove the reasons for people to change issues between versions.
