An easy repro is to use shist to select and run git log. This is assuming the log is larger than one screen and enters the pager. After quitting the pager, q, the bash shell no longer prints what you type, as though you're typing a password, although it is still entered into the prompt.

As a workaround, simply run stty sane.

This is pretty tedious as it happens frequently. So far I haven't found a solution that involves using TIOCSTI.
