Fixed Camera

an experiment to create a camera that is locked in place while the player's character moves around on screen.
commands:

/fixed-camera <enable|disable|toggle>   -- enables/disables/toggles the fixed-camera mode
/fixed-camera initalize                 -- forces initalizing the GUI, may need to run first idk
