1. Configure the plugin as per the Wiki, amending the config. file with the 
correct setting for RabbitMQ.
2. Submit a job using the new plugin.

The job starts but errors shortly thereafter.

Heritrix 1.14.4, RabbitMQ client and server versions 1.8.0. running on RHEL 5.4.

There doesn't appear to be a class of this type within the rabbitmq-client.

1. Create a job with a single seed, minimal crawl depth.
2. Add ExternalImplDecideRule as per Wiki, setting implementation class to 
org.europarchive.StreamingURI.
3. Submit the job.

The job fails immediately - see attached for the full output. Starting the same 
job without the DecideRule present causes no such error.

Using Heritrix 1.14.4 on RHEL 5.4. "heritrix.properties" modified as per Wiki. 
RabbitMQ service started: add_user, add_vhost and set_permissions run for user 
"liwa".
