Add separate tasks and build workflow for compilation of Architecture Specific Binaries

          LGTM.

AS we discussed offlie, let's separate the tasks and make the flow a little clear for the future.

Broken JIT binaries are generated with `make generate`

Latest testdata at a92cebd is broken for basic-cpp-jit-no-fp and basic-cpp-jit

Rebuilt testdata with make generate ,error persists, so it's the buildchain doing something we don't want
