Hi @lukeraus,
You'll want to pin Bulldozer to version v1.13.2 until your organization upgrades GitHub. As mentioned in the release notes, starting with v1.14.0 we no longer support GitHub Enterprise versions older than 3.0. GitHub Enterprise 2.22 reached end-of-life in September, but I understand you may not be able to control when you organization upgrades.
The change to the Checks API preview header requirement that you noted is the primary break that I'm aware of, but there may be others we haven't discovered yet. As far as I know, 1.13.2 is still fully compatible with GitHub Enterprise 2.22.
