Both process are marked as executable, is this intentional? Still a bug nevertheless, the second process should be able to pick up the signal from the first lane even if it has started before first lane.

Perfect, it runs as expected. I also tried a test with 3 participants and execution now proceeds as designed not matter of the XML process order definition.
