Pathogens should have a visibility stat, which should affect the chance that a city will impose quarantines. Stronger symptoms should increase the pathogen's visibility.

Use either just radians or just degrees. Currently lat&long are in degrees but for example bearings are by default given in radians.

Clean up the comments and make them into actual, proper Doxygen comments.

Pathogens should have a list of symptoms. Possibly some kind of enum + QFlags combination?

There are no real, proper tests in qepi right now. This is clearly bad.

Redo the graph MDI window so that statistics from multiple cities can be displayed.

Currently the epidemic model is pretty heavily tied into City, which makes it less useful. To make it possible to, say, model the spread of an epidemic in a plane or a boat (how many people get infected during a 12 hour flight?) the epidemic model needs to be separated.
