Add Conda Recipe
Add conda recipe as in openPMD-validator. Depends on #1

Would there be any private branches be lying around somewhere that also update ADIOS1/2 files?
Add setup.py and CLI
Add setup.py and command-line interface.
I already have uncommited changes for that :)
Add CI
Travis-CI can already be added, even without #1, by just running the unit tests.
On the long run I am thinking about doing this in CI:
- download example files from 1.X & example creator
- update
- validate with 2.X validator
