When receiving an empty SBD, an invalid T015 or an missing business document the response can not refer to an eforms document id.
Make this tuple optional. However, if an eForms reference can be specified, all three elements must be present.

Hi,I've just received by email three minor comments to the eDelivery Guide for Pre-award:

• There are two sections 5.1 (page 10 and page 13)
• Page 9: In the grey box there is a note that responsibility is transferred to the CEN BII2 workshop which is already over since a long time.
• Page 12: The example given for "message subject" should be updated with the DocumentID listed in section 7.1:
