On our way back from TPAC & wanted to document some items for triage/discussion:
First, we had a breakout session wherein we chatted with folks from the foundation and W3C communities about ways we could collaborate with each other. You can checkout the scribed minutes here: https://www.w3.org/2019/09/18-openjs-minutes.html (thank you @bkardell for the minutes!). I think there were several good ideas in there that should be popped out into the issues here.
There was also a session on JS Built-in Modules (see https://www.w3.org/2019/09/18-jsbuiltin-minutes.html), and "web capabilities" (aka project fugu, see https://w3c.github.io/tpac-breakouts/sessions.html#capable-web) which folks may be interested in hearing recaps of.
Ada Rose Cannon shared some bots/scripts she’s been using to run immersive web WG meetings and I think there are some advantages to what she’s doing over our current ‘make meeting’ tool, namely that this is a simple bot interface that anyone chairing the meeting can use. We have proposed a breakout "open discussion" on Wednesday to connect with anyone in the W3C community who is interested in collaborating further with foundation projects (see https://www.w3.org/wiki/TPAC/2019/SessionIdeas)
We would also like to offer to connect with anyone from the OpenJS Foundation community before the meeting to discuss issues that may be of interest to them in the W3C working groups or community groups. We plan to follow up with some kind of report following TPAC, as well.

As mentioned in #52 there was an existing standards
group in the openjs-foundation
org. The full list has been appended to the README
@openjs-foundation/standards if you are getting a ping right now it is because you are in that list.
How do we want to handle folks that are already on the team but have not been participating.
personally I think it would be fair to leave this issue open for 2 weeks and automatically keep anyone who chimes in and says they want to remain involved. If someone doesn't respond we can remove them.
Thoughts?
This is a request following the "Attending External Standards Meetings" governance guideline.
I wish to continue participating in the meetings of the Unicode MessageFormat Working Group, a subgroup of the Unicode CLDR-TC, as a representative of the OpenJS Foundation.
The foundation is not yet a member of the Unicode Consortium, but this is currently progressing under issue #43, with a likely result of the foundation being invited to and joining as an affiliate member.
The working group meets online monthly, using Google Hangouts. The next meeting is scheduled for 23 March 2020. There is no current plan for an in-person meeting, but such may be organised at some point. Participation in the online meetings is of course free; if an in-person meeting does happen, I may approach the Standards group or the CPC separately about that.
My intent in participating in this working group is to help make sure the best possible MessageFormat standard is developed out of it, in particular for its implementation as a part of the JavaScript Intl
object. In my participation I am not only representing messageformat
the OpenJS project, but also JavaScript developers in general.

I think we should ask the CPC to charter this group to oversee / own the OpenJS foundations engagement in standards activities. This would allow us to independently make decisions without a need to proxy them through the CPC. To be clear I 100% trust the CPC to make good decisions, but those who are active in these decisions are participating in this group. It is not efficient for either committee to have to bounce ideas between the two spaces.

Is there a schedule somewhere?
I see messages on Slack immediately before meetings start, but I need to plan ahead to be able to attend.
I'm probably gonna feel dumb when someone points out that they were in plain sight the whole time.
Dawns on me that we don't currently have a way to document approved OpenJS Reps to standards orgs. This could be both on a per engagement basis or a permanent assignment.
How do folks feel about keeping some markdown in the repo and updating the governance to have folks make a PR to it?

Last year ECMA launched TC-53, a group focused on ECMAScript modules for embedded systems. I was invited to attend the first in-person meeting and have been participating in all the meetings since. Other familiar faces that have been attending are @jorydotcom and @rwaldron.
Since the focus is embedded systems I feel it's important that we have a representation for the rest of JavaScript (node & browsers) so that we are not forgotten in any standards set by the committee. The embedded systems folks, who are awesome and brilliant, don't necessarily worry about some of the things that we frequently do. Asynchronous behavior is a good example of one of those things.
They've done a great job of addressing these types of concerns when they are raised but someone needs to be there to raise them. I'm confident that as long as there are literally enough seats at the table I'll be welcome, but one day they'll need that seat for a paying member.
That's why I'm opening this issue. The OpenJS Foundation is an ECMA member and is guaranteed seats at the TC-53 table. I'd like to volunteer to be an OpenJS representative on TC-53. It will give me comfort to know that my ability to contribute is not at risk. @rwaldron is the obvious choice for this role given the breadth and depth of his expertise, but both he and Jory are already participating in TC-53 on behalf of Bocoup.
Is anybody else interested in this role?
I don't believe this would have any monetary impact on OpenJS foundation. The membership in ECMA extends to all TC's.
I'd like to attend the March TC39 meeting as a delegate for the OpenJS Foundation. The meeting is from March 31 to April 2, and I would be attending remotely. The goal of this attendance is to advance import.meta
to stage 4. This will be a joint effort with @MylesBorins.
Can I get added to https://github.com/orgs/openjs-foundation/people ?
It'd be nice to be able to assign issues to myself.

I've become a participant in the MessageFormat Working Group, which has now been chartered as a sub-WG of the Unicode CLDR group.
It would be nice if we could look into joining the Unicode consortium. I'm not sure how exactly it works, but it would appear possible and/or proper for us to become a liaison member, which would not carry a financial cost.

Although it's likely fine to (again) participate as an invited expert, I'd like to continue editorship, code of conduct committee membership, and committee participation as a delegate of the OpenJS Foundation.
As the JS Foundation, the Board provided a budget to send reps to TC39 and W3C meetings. We need clarity as to whether this budget continues for H2 2019; or whether it should be part of the overall travel budget for the remainder of the year (which may require agreement from the Node TSC, as they are currently managing).
We should also think about what makes sense in 2020 and beyond - for simplicity, we may want to just have one overall travel budget instead of two separate (one for standards, one for collab summit & everything else). To be clear this would be a decision that the CPC would make, but we could discuss our preferences / ideal scenarios.

There was some uncertainty reported at the collab summit about our participation in W3C/Ecma as representatives of the OpenJS Foundation because of the recent org change. Rather than wait on the new Executive Director, which may still be several weeks, it's probably better to proceed with current leadership and create that clarity for everyone.
Mike Dolan, our Interim ED, has been put in touch with the appropriate persons at these organizations to make these changes. I don't anticipate any issues and will report back on this issue as we get updates.

At the OpenJSF Collaborator Summit, I led a session presenting a few proposals at TC39, and talking them over with people present. It was really helpful for me, as a TC39 delegate, to hear your thoughts, and maybe it was interesting to some of you to hear about these proposals as well. If folks would be interested in having a similar conversation in September or October 2019 (but this time, in a call), I'd be happy to have another one.
