There are some duplicate records in 20181106__il__general__precinct.csv with different vote totals. e.g.:

Placeholder for work on converting 2014 data.

Using the multiple office-specific files produced by the state, generate a statewide CSV file with the following headers:

county, precinct, office, district, party, candidate, votes

For the following offices: President, U.S. Senate, U.S. House, State Senate, State House.

In some cases county will actually be an independent jurisdiction within a county; use that name here.

Filename is 20161108__il__general__precinct.csv

In 20181106__il__general__precinct.csv, there are a few instances where Rodney Davis is listed as a Democrat while he is a Republican. Also Democrat is spelled as "DEMOCRACTIC" in the file.

2016/counties/20161108__il__general__will__precinct.csv contains some entries with nested double quotes and commas that can be difficult to read programatically.

Here, candidate Lawrence Walsh, Jr. has a short name "LARRY" indicated by double quotes. This, together with the comma after WALSH, can cause programs to incorrectly parse the entries.

For example, csv.reader will parse this as two entries, LAWRENCE LARRY" WALSH and JR."
